A Law Enforcement Agency (LEA) is a state authority with investigative and enforcement powers in criminal matters — in Germany e.g. BKA, LKAs, Customs Investigation Bureau. Relevant to service providers because LEAs can issue subscriber-data, usage-data and production requests; the formal basis determines what may be handed over.
