Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?
Read in glossary- 246.15 Methodology
Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.
Read in glossary- 9.8 Methodology
CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.
Read in glossary- 9.6
EPSS score
The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.
Read in glossary- 99.79 %
- High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
EPSS percentile
The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.
Read in glossary- 99.96
- Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This is network-reachable, unauthenticated, low-complexity command injection requiring no user interaction. It yields full control of an appliance that sits on the perimeter by design, holds TLS keys and sees traffic for critical applications, and its exploitation likelihood is among the highest of any CVE. Edge devices like ADCs are favoured for initial access, persistence and credential harvesting precisely because they rarely run EDR. CISA does not flag known ransomware use, but that does not lower urgency where the management interface is exposed. If the WUI/API is internet-reachable, treat this as top priority with an emergency change within hours. Where management access is strictly segmented, patching within a few days is defensible, but a compromise assessment is still warranted.
Runbook step 1
Immediate response (0-24 h)
- Inventory: Enumerate every Progress ADC instance (LoadMaster hardware/VLM/cloud, ECS Connection Manager, Connection Manager for ObjectScale, MOVEit WAF) with its firmware version. Affected versions per the context include V7.2.45.12, V7.2.60.0 and the range from 7.2.55.0 up to, but not including, 7.2.63.2.
- Patch: Upgrade LoadMaster, ECS Connection Manager and Connection Manager for ObjectScale to 7.2.63.2. For MOVEit WAF and the 7.2.45.x (LTSF) branch, a patch is available from the vendor; look up the exact version in the vendor advisory.
- Lock down management access now: If the web UI (WUI) or REST API is reachable from the internet or from non-admin networks, restrict it with an upstream firewall/ACL to the admin network or jump host. Do this regardless of when you can patch.
- Disable the API where unused: Turn off the API interface under Remote Access in LoadMaster unless automation (Ansible, orchestration) depends on it.
- Check for compromise before patching: Preserve the config backup and syslog export as evidence, then patch. If you find signs of exploitation, treat appliance credentials, API keys and the TLS private keys held on the box (SSL offload) as compromised and rotate them.
- Reporting: For a confirmed compromise, the NIS2 24-hour early-warning deadline applies. Classify the incident ticket accordingly.
Runbook step 2
Mitigation layers
- Network segmentation: Separate the management plane (WUI/API) from the data path. Bind LoadMaster admin access to a dedicated management interface and permit it only from the admin VLAN or via PAM/jump host.
- Egress filtering: Restrict outbound traffic from the appliance management IP to what it needs: NTP, syslog, DNS and vendor update servers. Deny and log everything else. This kills reverse shells and second-stage downloads.
- IPS/WAF rule: Where management traffic passes a reverse proxy or NGFW with TLS inspection, block requests to API paths (e.g.
/access/) whose parameters contain shell metacharacters:;,|,`,$(,&&and their URL-encoded forms%3B,%7C,%60,%24%28. Also enable vendor-supplied signatures for this CVE on your IPS (Suricata/Snort/NGFW). - IAM/least privilege: Minimise local admin accounts and give the default
balaccount a strong password, or move to central auth (RADIUS/LDAP with MFA enforced at the jump host). Because the bug is pre-auth, this limits blast radius only, not exploitability. - Configuration hardening: Disable unused remote services (SSH access, API, session-management features). Enable syslog forwarding to the SIEM so appliance events survive tampering on the device.
Runbook step 3
Detection rules
- Management-interface web traffic (Zeek
http.log, proxy/NGFW logs): Look for API endpoint URIs or parameters containing shell metacharacters. SPL:index=proxy dest_ip=<LM_MGMT_IP> uri_path="/access/*" | regex uri_query="(%3B|%7C|%60|%24%28|;|\||\$\()" - Anomalous appliance egress (NetFlow/Zeek
conn.log/firewall): Watch for new destinations, connections to ports such as 4444/1337/8080, or outbound HTTP(S) to unknown hosts. KQL:CommonSecurityLog | where SourceIP == "<LM_MGMT_IP>" and DestinationIP !in (allowlist) | summarize count() by DestinationIP, DestinationPort - API hits from unexpected sources: Flag any WUI/API request from outside the admin network, especially unauthenticated requests returning HTTP 200 on command endpoints. Sigma shape:
logsource: proxy, selection: dst_ip|cidr: <LM_MGMT> AND src_ip|cidr not: <ADMIN_NET>,level: high. - Forwarded appliance syslog: Watch for unexpected config changes, new user accounts, SSH being enabled, reboots or firmware actions outside maintenance windows, and gaps in the log stream that may indicate tampering.
- Downstream indicators: Watch for lateral connections from the appliance IP to internal servers (SMB/445, RDP/3389, SSH/22) that don't match normal health-check patterns.
- Management-interface web traffic (Zeek

Classification under NIS2 and CRA
Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.
NIS2
NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.
Read in glossary- Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
CRA
The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
Read in glossary- Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.
ISO/IEC 27001
ISO/IEC 27001 is the internationally leading standard for an information security management system (ISMS). It describes a risk-based, process-oriented framework to systematically plan, implement, review and improve information security.
