Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?
Read in glossary- 229.57 Methodology
Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.
Read in glossary- 6.5 Methodology
CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.
Read in glossary- 6.5
EPSS score
The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.
Read in glossary- 70.3 %
- High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
EPSS percentile
The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.
Read in glossary- 99.38
- Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This flaw is reachable over the network with no authentication or user interaction. On its own, its confidentiality and integrity impact is limited. Its real value to attackers is as a bypass primitive: it defeats path-based access controls and chains with CVE-2026-42271, which explains its KEV listing despite a moderate base rating. Exploitation likelihood is well above that of most CVEs, while CISA does not flag ransomware use. Treat internet-exposed FastAPI/Starlette APIs and AI platforms with custom auth middleware, such as OpenShift AI and AI Inference Server, as patch-or-filter within 24–72 h. Internal-only services can follow the normal patch cycle.
Runbook step 1
Immediate response (0-24 h)
- Inventory: Locate every Python service using Starlette, whether directly or transitively via FastAPI. Use
pip show starlette, SBOM queries, or container scans with Trivy/Grype. Affected versions are 0.8.3 through 1.0.1. Prioritise internet-facing services that rely on authentication or authorisation middleware. - Patch: Upgrade Starlette to the fixed release named in the upstream advisory. The patch is available from the vendor; look up the exact version in the advisory, as it is later than 1.0.1. Regenerate lockfiles, check FastAPI dependency constraints, then rebuild and redeploy the images.
- Red Hat products: Apply the relevant RHSA errata for AI Inference Server 3.3.x, OpenShift AI 3.3.x/3.4.x, Enterprise Linux AI, Ansible Automation Platform and Migration Toolkit for Applications 8.2.0. Check the Red Hat Customer Portal for the fixed builds.
- Filter Host headers at the edge: On reverse proxies, load balancers and ingress controllers, drop any request whose
Hostheader contains/,?,#,@,\or whitespace. This is faster than a rollout and kills the attack vector. - Assess the chain: CISA notes this can be chained with CVE-2026-42271. Check exposure and patch state for both CVEs together.
- Inventory: Locate every Python service using Starlette, whether directly or transitively via FastAPI. Use
Runbook step 2
Mitigation layers
- Network / reverse proxy: Allow-list valid hostnames only. In nginx, define explicit
server_nameblocks and add a default server withreturn 444;. In Envoy or ingress-nginx, validate the header against^[A-Za-z0-9.-]+(:[0-9]+)?$. - WAF/IPS: ModSecurity:
SecRule REQUEST_HEADERS:Host "@rx [/?#@\\\s]" "id:1048710,phase:1,deny,status:400". Suricata:http.host; pcre:"/[\/?#@]/";in alert or drop mode. - Application config: Enable
TrustedHostMiddlewarewith an explicitallowed_hostslist (no*) as the outermost middleware. This rejects forged Host headers before URL reconstruction happens. - Code hardening: Never base access decisions on
request.urlorstr(request.url); userequest.scope["path"]instead. Grep custom middleware forrequest.urlto find vulnerable checks. - IAM / least privilege: Don't protect admin or internal endpoints by path checks alone, such as model management or inference admin APIs. Add segmentation plus independent authentication, e.g. mTLS or an OIDC proxy.
- Network / reverse proxy: Allow-list valid hostnames only. In nginx, define explicit
Runbook step 3
Detection rules
- Web/proxy access logs: Make sure
$http_hostis logged. SPL:index=web | regex http_host="[\/?#@\\\s]" | stats count by src_ip, http_host, uri_path. - Zeek / network telemetry: Inspect
http.loghostvalues containing path characters. KQL shape:ZeekHttp | where Host matches regex @"[/?#@]" | summarize count() by SourceIp, Host, Uri. Where TLS terminates at the ingress, log there instead. - Authorisation anomalies: Correlate
2xxresponses on protected paths that have no valid session or preceding login event, especially where the Host header deviates from the expected FQDN. Sigma shape:cs-host|contains: ['/', '?', '#']ANDsc-status: 200. - Application logs: Once
TrustedHostMiddlewareis enabled, alert on bursts of "Invalid host header" (HTTP 400) from a single source. These indicate scanning or exploitation attempts. - Follow-on activity: After a hit, review the affected API for config changes, model uploads, Ansible job launches or bulk data reads.
- Web/proxy access logs: Make sure

Classification under NIS2 and CRA
Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.
NIS2
NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.
Read in glossary- Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
CRA
The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
Read in glossary- Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.

Description
A flaw was found in Starlette, a lightweight ASGI (Asynchronous Server Gateway Interface) framework. A remote attacker could exploit this vulnerability by sending a specially crafted HTTP `Host` request header. This malformed header could cause the `request.url` to be incorrectly reconstructed, leading to a discrepancy with the actual requested path. Consequently, security restrictions enforced by middleware and endpoints that rely on `request.url` for validation could be bypassed, potentially allowing unauthorized access or actions.
