Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?
Read in glossary- 233.49 Methodology
Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.
Read in glossary- 9.8 Methodology
CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.
Read in glossary- 7.5
EPSS score
The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.
Read in glossary- 98.5 %
- High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
EPSS percentile
The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.
Read in glossary- 99.92
- Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This flaw is reachable over the network without authentication or user interaction. Its real weight comes from the CISA-documented chaining with CVE-2025-24813: bypassing session-replication encryption opens a path to injecting serialised data and ultimately to code execution. Exploitation likelihood is well above average. CISA does not flag ransomware use, but typical targets are internet-facing Java web applications and line-of-business systems running on Tomcat clusters. Treat clustered instances with a reachable Tribes port or an active file-based session store as emergency patches. Standalone instances without cluster configuration can follow in an expedited regular cycle.
Runbook step 1
Immediate response (0-24 h)
- Patch now: Upgrade Apache Tomcat to 11.0.21, 10.1.54 or 9.0.117. The advisory lists 11.0.20, 10.1.53 and 9.0.116 as affected. Those builds shipped the fix for CVE-2026-29146, so teams that recently patched for CVE-2026-29146 are likely exposed.
- RHEL hosts: Apply the fixed
tomcatpackages for Red Hat Enterprise Linux, including ELS/EUS streams. A patch is available from the vendor — look up the exact package version and RHSA ID in the Red Hat advisory. Confirm the installed version withrpm -q tomcator$CATALINA_HOME/bin/version.sh. - Inventory clustered instances: Find every instance with a
<Cluster>element andEncryptInterceptorinserver.xml, e.g.grep -R "EncryptInterceptor" $CATALINA_BASE/conf. Patch these first, since session-replication encryption is the control being bypassed. - Break the CVE-2025-24813 chain: Confirm the DefaultServlet is not writable (
readonly=true) and that partial PUT is disabled (allowPartialPut=false). Verify your patch level for CVE-2025-24813 as well. - Lock down cluster ports: Restrict the Tribes receiver port (Tomcat default 4000/TCP, range 4000-4100) and multicast membership (default 228.0.0.4:45564/UDP) to cluster node IPs via host firewall immediately.
Runbook step 2
Mitigation layers
- Network segmentation: Carry replication traffic only on a dedicated cluster VLAN. Drop 4000-4100/TCP and 45564/UDP at segment and perimeter boundaries from client and DMZ networks.
- Transport encryption independent of the interceptor: Tribes has no native TLS. As a compensating control, wrap node-to-node links in IPsec or WireGuard so a bypassed
EncryptInterceptordoes not expose cleartext session data. - Configuration hardening: Remove the Cluster block where session replication isn't needed. Disable
PersistentManagerwithFileStoreunless it is essential, because it is a precondition for the CVE-2025-24813 deserialisation path. Add a JVM deserialisation filter (-Djdk.serialFilter=..., JEP 290) that allowlists your session attribute classes. - WAF/IPS: Block HTTP
PUTrequests carrying aContent-Rangeheader to Tomcat apps where not business-required. Also block requests whoseJSESSIONIDcontains path separators or leading dots. - Least privilege / endpoint: Run Tomcat under a dedicated non-privileged service account. Minimise write access to
webapps/andwork/, and restrict egress from Tomcat hosts.
Runbook step 3
Detection rules
- Network telemetry (Zeek/Suricata): Flag connections to 4000-4100/TCP from source IPs outside the cluster node list. Zeek shape:
conn.log | id.resp_p >= 4000 and id.resp_p <= 4100 and not id.orig_h in cluster_nodes. - Web access logs: Look for
PUTrequests withContent-Range, followed byGETrequests with a craftedJSESSIONIDcookie. SPL:index=web sourcetype=tomcat:access method=PUT | where isnotnull(content_range) | stats count by src_ip, uri. - EDR process ancestry: Alert when
java/java.exe(Tomcat) spawnssh,bash,cmd.exe,powershell.exe,curlorwget. KQL:DeviceProcessEvents | where InitiatingProcessFileName in~ ("java","java.exe") and FileName in~ ("cmd.exe","powershell.exe","sh","bash"). On Linux, use auditdexecveevents whoseppidis the Tomcat process. - Filesystem (Sysmon EID 11 / auditd): Watch for new
.sessionfiles or unexpected files underwork/Catalina/*/orwebapps/that don't match a deployment. - Tomcat logs: In
catalina.out,ClassNotFoundException,InvalidClassExceptionor deserialisation errors during session load, and cluster receiver warnings about undecryptable messages, point to tampering attempts.
- Network telemetry (Zeek/Suricata): Flag connections to 4000-4100/TCP from source IPs outside the cluster node list. Zeek shape:
