    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
    KEV status

The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

    Response and mitigation

    Why act now?

    Prioritisation rationale

The flaw is reachable over the network without authentication or user interaction, crosses a scope boundary, and hands over full control of the device. It sits among the CVEs with the very highest exploitation likelihood. Shortly after disclosure, tens of thousands of internet-facing IOS XE devices were mass-implanted worldwide. Targets were typically edge routers and switches at service providers, public sector bodies and industrial operators, which were then used as durable footholds into internal networks. CISA does not flag known ransomware use. Even so, any IOS XE device with a Web UI reachable from untrusted networks should be treated as critical and handled immediately. Devices with the HTTP server disabled or a strictly ACL-restricted management plane can follow the normal patch cycle.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Disable the HTTP/HTTPS server on every IOS XE device immediately unless the Web UI is strictly required. Run no ip http server and no ip http secure-server in global config, then copy running-config startup-config. This is the only reliable way to close the attack vector. Also check for non-default ports with show running-config | include ip http.
      • Patch: Fixes are tracked under bug ID CSCwh87343 and cover both CVE-2023-20198 and CVE-2023-20273. A patch is available from the vendor. Look up the exact fixed version for each release train in the vendor advisory or with the Cisco Software Checker. Upgrading alone does not remove rogue accounts that already exist.
      • Inventory exposure: Identify all IOS XE switches, routers and WLCs whose Web UI (TCP 80/443 or a custom port) is reachable from the internet or from untrusted segments. These devices go to the front of the compromise-assessment queue.
      • Check for compromise: Run show running-config | include username and look for unknown privilege 15 local accounts. Publicly reported names include random strings and Cisco-lookalikes such as cisco_tac_admin, cisco_support and cisco_sys_manager. Run the implant check from the Cisco advisory: an HTTP POST to /webui/logoutconfirm.html?logon_hash=1. A hexadecimal response indicates an active implant. Later implant variants can evade this check, so a negative result is not conclusive.
      • If compromise is suspected: Treat the device as fully owned. Preserve config and logs before any reboot, because the implant is non-persistent and a reboot destroys evidence. Then delete rogue accounts, rotate all local credentials, enable secrets, SNMP communities and TACACS+/RADIUS shared keys, and diff the config against a known-good baseline.
      • Reporting: NIS2 and KRITIS entities must assess whether this is a significant incident. The early warning to the BSI or your national CSIRT is due within 24 h.
    2. Runbook step 2

      Mitigation layers

      • Network segmentation: Allow Web UI access only from a dedicated management VLAN or jump host. Block inbound TCP 80/443 to infrastructure management addresses at the perimeter.
      • Device ACL: If the Web UI must stay on, restrict it with ip http access-class ipv4 <ACL> to defined admin source ranges. The advisory notes this restriction covers only the Web UI itself. Review NETCONF/RESTCONF exposure separately.
      • IPS/WAF: Enable the vendor Snort/Suricata signatures for CVE-2023-20198/CVE-2023-20273 on traffic towards network devices. Add a custom rule for requests to /webui/ that use odd path encoding (e.g. double URL-encoded %2525), and for POSTs to /webui/logoutconfirm.html from non-admin sources.
      • AAA hardening: Centralise authentication on TACACS+ with command accounting. Keep local privilege-15 accounts to a single monitored break-glass account. Require every new local user to be justified through change management.
      • Config integrity: Run automated config backups (e.g. Oxidized or RANCID) with diff alerting on any new username line.
    3. Runbook step 3

      Detection rules

      • Device syslog: Look for %SYS-5-CONFIG_P triggered by an unknown user or by a process such as SEP_webui_wsma_http. Also flag %SEC_LOGIN-5-WEBLOGIN_SUCCESS for unfamiliar usernames. SPL: index=network "%SYS-5-CONFIG_P" "SEP_webui_wsma_http"
      • Implant install: The syslog message %WEBUI-6-INSTALL_OPERATION_INFO containing install add file with an unknown filename indicates CVE-2023-20273 exploitation. Sigma shape: logsource: cisco ios, keywords: ['%WEBUI-6-INSTALL_OPERATION_INFO'].
      • Network telemetry (Zeek/Suricata): Watch for HTTP sessions from external IPs to management interfaces, especially POSTs to /webui/logoutconfirm.html or /%2577ebui_wsma_http. Zeek approach: filter http.log where uri contains wsma or logon_hash and id.orig_h is outside the admin ranges.
      • Config drift: Alert on any new username ... privilege 15 line that has no matching change ticket. Also alert on TACACS+ accounting records for accounts that do not exist in the central directory.
      • Retro-hunt: Search logs and NetFlow back to mid-September 2023 for these patterns, since exploitation predates disclosure.

The attacker first exploited CVE-2023-20198 to gain initial access and issued a privilege 15 command to create a local user and password combination. This allowed the user to log in with normal user access. The attacker then exploited another component of the web UI feature, leveraging the new local user to elevate privilege to root and write the implant to the file system. Cisco has assigned CVE-2023-20273 to this issue. CVE-2023-20198 has been assigned a CVSS Score of 10.0. CVE-2023-20273 has been assigned a CVSS Score of 7.2. Both of these CVEs are being tracked by CSCwh87343.
