    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    7.8 Methodology
    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    7.8
    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

Elevated — model estimates 10-50% exploitation likelihood.
    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    Response and mitigation

    Why act now?

    Prioritisation rationale

This CVE is on KEV because it reliably delivers SYSTEM privileges in post-exploitation chains — CISA flags active use by ransomware operators and initial-access brokers who need to consolidate after an initial user-level foothold. Exploitation likelihood is in the top percentile; public PoCs (notably in the itm4n ecosystem) have been available since 2020 and are integrated into red-team tooling. The vector is local and requires user interaction, so the real risk carriers are any Windows hosts where standard users work or where phishing payloads can land (fat clients, RDS/Citrix, VDI). Treat as HIGH priority for all Windows endpoints and session hosts missing the March 2020 rollup; pure server farms without interactive users may be handled in the regular patch cycle, provided BITS usage is documented.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Deploy the Microsoft March 2020 security rollup: KB4540673 (Win10 1909/1903), KB4538461 (1809), KB4540681 (1803), KB4540673/KB4541738 (1709), KB4538602 (1607), KB4540670 (1507), KB4540688 (Win7 ESU). Any host without the March 2020 update is vulnerable — prioritise multi-user systems (RDS, jump hosts, VDI).
      • Identify end-of-life assets (Windows 7 without ESU, Win10 1507/1607/1709/1803) and migrate to a supported, patched build; no regular fix exists for Win7 outside ESU.
      • Reduce local attack surface: restrict interactive logon for non-privileged users on servers via GPO (seDenyInteractiveLogonRight), especially on DCs, file servers and Tier-0 admin workstations.
      • Where BITS is not operationally required (isolated OT jump hosts, servers without WSUS pull), disable the service: Set-Service BITS -StartupType Disabled; Stop-Service BITS.
      • Pull patch-status reports from SCCM/Intune/WSUS, raise all unpatched hosts into a high-priority change window (24-48 h), attach evidence to the vulnerability-management ticket.
    2. Runbook step 2

      Mitigation layers

      • Endpoint hardening: AppLocker/WDAC policy blocking execution of unsigned binaries from %TEMP%, %LOCALAPPDATA% and C:\Users\Public — the exploit needs a user-writable path for the symlink primitive.
      • Filesystem controls: grant SeCreateSymbolicLinkPrivilege to administrators only; verify via secpol.msc and GPO "User Rights Assignment".
      • IAM/least privilege: manage local admin accounts via LAPS, run standard users without Administrators or Backup Operators membership — this does not stop the EoP but shrinks the number of accounts that can land a payload capable of chaining into it.
      • EDR policy set to "block" for LOLBAS use of bitsadmin.exe and Start-BitsTransfer from user context targeting SYSTEM paths (C:\Windows\System32).
      • Segmentation: separate admin workstations and servers into distinct tiers; block inbound SMB/RPC on clients at the host firewall so a successful local EoP cannot pivot laterally.
      • Verify backup and rollback capability (shadow copies, offline backups) — because the KEV flag confirms ransomware use, recovery readiness is part of the mitigation story.
    3. Runbook step 3

      Detection rules

      • Correlate Sysmon EID 11 (FileCreate) and EID 2 (FileCreateTime) under C:\ProgramData\Microsoft\Network\Downloader\; unexpected reparse points or symlinks there are highly suspicious.
      • Windows Security EID 4673/4674 "Sensitive Privilege Use" with SeCreateSymbolicLinkPrivilege by non-admin SIDs — Sigma shape: EventID: 4673 AND PrivilegeList contains 'SeCreateSymbolicLinkPrivilege' AND SubjectUserSid not in (admin_sids).
      • Process ancestry via EDR or Sysmon EID 1: svchost.exe hosting BITS spawning off-baseline children (cmd.exe, powershell.exe, rundll32.exe) — KQL: DeviceProcessEvents | where InitiatingProcessFileName == "svchost.exe" and InitiatingProcessCommandLine has "BITS" and FileName in ("cmd.exe","powershell.exe").
      • BITS job telemetry: event log Microsoft-Windows-Bits-Client/Operational EID 59/60 for jobs with local file:// destinations pointing into protected directories (C:\Windows\, C:\Program Files\).
      • EDR alert on bitsadmin.exe /transfer or Start-BitsTransfer with destinations in write-protected system paths; map to MITRE T1197 (BITS Jobs) and T1068 (Exploitation for Privilege Escalation).

    Classification under NIS2 and CRA

Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.

    NIS2

NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.

    Read in glossary
Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
    CRA

The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.

    Read in glossary
Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.
    ISO/IEC 27001

ISO/IEC 27001 is the internationally leading standard for an information security management system (ISMS). It describes a risk-based, process-oriented framework to systematically plan, implement, review and improve information security.
