Traffic Light Protocol (TLP):RED is the strictest level: the information is intended exclusively for the recipients immediately present or directly addressed and may not be passed on to anyone else — not even within one's own organisation. It is reserved for highly sensitive insights whose disclosure could cause immediate harm.
History & facts. RED binds the information to the specific people involved — typically the participants in a conversation or those addressed by name. Passing it on, even to colleagues in the same organisation, is not permitted. This level is used, for instance, in ongoing incidents, for information about critical vulnerabilities not yet fixed or for guidance on protecting sources.
Outlook & recommendation. RED demands discipline against the natural reflex to share what is useful: anyone who needs a RED piece of information must be involved directly rather than having it forwarded. In case of doubt, consult the source before any sharing. Precisely in the acute phase of a security incident, strict adherence to Traffic Light Protocol (TLP):RED protects both those affected and the relationship of trust that made the information available in the first place.
