    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    Response and mitigation

    Why act now?

    Prioritisation rationale

The flaw is reachable over the network with no authentication and no user interaction, and it leads straight to remote code execution as the web server user. EPSS ranks it among the CVEs most likely to be exploited. Expect automated mass scanning of Joomla sites, followed by web shell drops used for SEO spam, phishing hosting, card skimming or pivoting into internal networks. CISA does not flag ransomware use. Treat every internet-facing instance on 6.6.1 or below as critical, and patch or take it offline within hours. Start with web servers that can reach internal databases, directory services or customer data.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Inventory: Identify every Joomla instance running SP Page Builder, including staging, campaign and agency-managed sites. You can read the version from System → Extensions → Manage or from the manifest at administrator/components/com_sppagebuilder/sppagebuilder.xml. All versions from 1.0.0 to 6.6.1 are affected.

      • Patch: Upgrade SP Page Builder to 6.6.2 or later. Snapshot the filesystem and database first, and keep the snapshot as forensic evidence.

      • If you cannot upgrade right away: Disable the extension (Extensions → Manage → Disable). Alternatively, block all unauthenticated requests carrying option=com_sppagebuilder at the reverse proxy or WAF. Put non-critical public sites into maintenance mode.

      • Hunt for compromise: Look for PHP files in upload directories, for example find /var/www -type f \( -name '*.php' -o -name '*.phtml' -o -name '*.phar' \) \( -path '*/images/*' -o -path '*/media/*' \) -mtime -60. Treat every hit as a web shell until proven otherwise.

      • If you find a web shell: Isolate the host, then rotate all secrets:

        • database credentials and $secret in configuration.php
        • passwords for all Joomla admin accounts
        • API keys, such as SMTP and payment providers
        • SSH keys on the web server

Also review #__users and group mappings for newly created Super Users.

      • Check reporting obligations: For a confirmed compromise, assess your NIS2 reporting obligation. The early warning is due within 24 h.

    2. Runbook step 2

      Mitigation layers

      • Web server configuration: Block PHP execution in every writable directory.

        • Apache, in images/ and media/: <FilesMatch "\.(php\d?|phtml|phar)$"> Require all denied </FilesMatch>
        • nginx: location ~* ^/(images|media|tmp|cache)/.*\.(php\d?|phtml|phar)$ { deny all; }
      • WAF/IPS: Drop multipart POST requests to index.php with option=com_sppagebuilder that lack a valid Joomla session cookie. Reject uploads containing PHP markers (<?php, <?=) or double extensions (.php.jpg, .phtml). Run OWASP CRS rule group 933 (PHP Injection) in blocking mode.

      • PHP hardening: In php.ini or the FPM pool, set the following:

        • disable_functions = exec,system,shell_exec,passthru,proc_open,popen,pcntl_exec
        • open_basedir restricted to the document root

This makes it much harder for a dropped shell to escalate to OS command execution.

      • Filesystem permissions: Keep the document root read-only for the PHP runtime user (www-data, apache). The only exceptions should be the required upload directories, and those must not allow execution.

      • Network segmentation: Egress-filter web servers so they can only reach required destinations (updates, SMTP relay). This hampers tool staging, reverse shells and exfiltration. Restrict /administrator/ to an IP allowlist or VPN.

      • IAM: Give the Joomla database account least privilege. It should have no FILE privilege and no access to other schemas.

    3. Runbook step 3

      Detection rules

      • Web access logs: Watch for unauthenticated POSTs to option=com_sppagebuilder, followed by a GET to a new .php file under /images/ or /media/. SPL example: index=web method=POST uri_query="*option=com_sppagebuilder*" | stats count values(uri) by src_ip. Then correlate with index=web method=GET uri="*/images/*.php*".
      • Linux auditd: Monitor PHP file creation by the web server user.
        • Rule: -w /var/www -p wa -k webroot_write
        • Alert on uid=www-data with name=*.php outside deployment windows.
      • EDR process ancestry: apache2, httpd, php-fpm or nginx spawning sh, bash, curl, wget, python, perl or nc. Sigma shape: category: process_creation, ParentImage|endswith: ['/php-fpm','/apache2','/httpd'], Image|endswith: ['/sh','/bash','/curl','/wget'].
      • Windows/IIS: Sysmon EID 11 (FileCreate) for *.php in the webroot by w3wp.exe or php-cgi.exe. Also Sysmon EID 1 where php-cgi.exe is the parent of cmd.exe or powershell.exe.
      • Network telemetry (Zeek/Suricata): New outbound connections from web servers to previously unseen destinations. Also flag requests to previously unknown .php paths that look like web shell traffic, such as POSTs with cmd=, c= or Base64-encoded parameters.

    Classification under NIS2 and CRA

Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.

    NIS2

NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.

    Read in glossary
Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
    CRA

The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
