Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?
Read in glossary- 230.02 Methodology
Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.
Read in glossary- actively exploitedSource: VulnCheck KEV (opens in a new tab) How we classify
XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.
Read in glossary- 7.8 Methodology
CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.
Read in glossary- 7.8
EPSS score
The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.
Read in glossary- 10.2 %
- Elevated — model estimates 10-50% exploitation likelihood.
EPSS percentile
The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.
Read in glossary- 95.7
- Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This CVE is on KEV because CISA observes it being used as part of an exploit chain that drops a root-level PHP webshell, together with two companion CVEs — the kernel bug itself is local and needs prior user-space access, but the chain supplies that access through the web tier. Target profiles are Linux hosts that both expose public PHP applications and terminate IPsec or carry TCP-coalescing network paths — typical KRITIS edge servers, load-balancer pools, and shared-tenant hosters. Exploitation likelihood is rated high even though the CVSS vector stays local, which precisely reflects the chained use. Patch web servers running PHP on outdated kernels first, then IPsec gateways, then the broader Linux fleet ranked by tenant separation.
Runbook step 1
Immediate response (0-24 h)
- Inventory kernel versions. All branches 3.9 through 7.0.10 are vulnerable. Deploy fixed releases 5.10.257, 5.15.208, 6.1.174, 6.6.141, 6.12.91, 6.18.33, 7.0.10 or 7.1 depending on your LTS line. Pull vendor backports (RHEL/Oracle kernel-*, SUSE kernel-default, Ubuntu linux-image, Debian linux-image) and schedule yum/dnf update kernel or equivalent.
- Prioritise reboot windows for every IPsec/ESP terminator: VPN concentrators, strongSwan/Libreswan gateways, site-to-site routers. The flaw manifests in the ESP input path, so IPsec endpoints are the primary at-risk asset class.
- For hosts you cannot reboot immediately: inspect ESP hardware offload (ethtool -k | grep esp-hw-offload) and disable GRO/LRO to reduce the vulnerable coalescing behaviour: ethtool -K gro off lro off.
- Local attack vector (AV:L, PR:L) means any user-space code execution on an IPsec endpoint is the lever. Shell access on VPN gateways, containers holding CAP_NET_RAW, and multi-tenant hosts get patched first. Temporarily restrict interactive logins on those systems to break-glass accounts.
- Factor in the exploitation chain: the advisory names CVE-2026-109618 and CVE-2026-109619 as co-exploits used to drop PHP webshells and execute as root. Web servers running PHP-FPM on an unpatched kernel are top priority — scan webroots for unexpected .php files.
Runbook step 2
Mitigation layers
- Network segmentation: terminate IPsec on dedicated appliances that do not host tenant workloads. Constrain the lateral path from VPN concentrator to web-tier VLANs via microsegmentation (nftables, Calico NetworkPolicy, VMware NSX).
- Endpoint hardening: set kernel.unprivileged_userns_clone=0, kernel.kptr_restrict=2, kernel.dmesg_restrict=1. Tighten AppArmor/SELinux profiles so that web-server processes cannot write outside /var/www/uploads — this breaks the described webshell drop.
- ESP-path configuration: audit TCP receive coalescing (tcp_moderate_rcvbuf, GRO) on ESP-terminating hosts. For XFRM-based IPsec, consider forcing software crypto in place of hardware offload until the kernel fix lands.
- IAM and least privilege: audit SUID binaries (find / -perm -4000 -type f), strip unnecessary capabilities (CAP_NET_ADMIN, CAP_SYS_MODULE) from container specs. Do not let PHP-FPM run as www-data with write access to its own configuration.
- WAF and reverse proxy: whitelist Content-Type on upload endpoints, and hard-disable .php execution inside upload directories at the web-server config layer (nginx location block, Apache ) — second line of defence against the chain.
- Integrity monitoring: baseline /var/www, /usr/share/nginx/html and vendor webroots with AIDE or Tripwire, ship daily diff reports to the SIEM.
Runbook step 3
Detection rules
- Auditd for suspect kernel modules and capability abuse: -a always,exit -F arch=b64 -S init_module,finit_module -k mod_load and -a always,exit -F arch=b64 -S setuid -F a0=0 -F auid>=1000 -k priv_esc. Alert when uid!=0 and euid==0 appear in the same process tree.
- Sysmon-for-Linux/EDR: new .php files under webroots with a process ancestry outside the expected deploy pipeline. KQL-shaped: DeviceFileEvents | where FolderPath has_any("/var/www","/srv/www") and FileName endswith ".php" and InitiatingProcessFileName !in ("rsync","git","ansible-playbook").
- Network telemetry (Zeek/Suricata): unusual rates of ESP errors in kernel logs (dmesg | grep -iE "xfrm|esp.*(bad|error)") as a proxy for mishandled packets. Tune Suricata signatures for POST requests carrying base64-encoded PHP payloads to upload endpoints.
- Web access logs: GET requests to .php paths that were never deployed, returning HTTP 200 — Sigma shape: selection: cs-method: GET, cs-uri-stem|endswith: .php, sc-status: 200; filter: cs-uri-stem|startswith deploy-manifest; condition: selection and not filter.
- Process telemetry: php-fpm or apache2 as parent of bash, sh, nc, curl, wget with outbound network egress. Critical when the child runs as uid=0 — direct indicator of the described root RCE chain.
Detection rules
No NEOSEC detection rule is available for this vulnerability yet.
Classification under NIS2 and CRA
Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.
NIS2
NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.
Read in glossary- Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
CRA
The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
Read in glossary- Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.
ISO/IEC 27001
ISO/IEC 27001 is the internationally leading standard for an information security management system (ISMS). It describes a risk-based, process-oriented framework to systematically plan, implement, review and improve information security.

Description
In the Linux kernel, the following vulnerability has been resolved: net: skbuff: preserve shared-frag marker during coalescing skb_try_coalesce() can attach paged frags from @from to @to. If @from has SKBFL_SHARED_FRAG set, the resulting @to skb can contain the same externally-owned or page-cache-backed frags, but the shared-frag marker is currently lost. That breaks the invariant relied on by later in-place writers. In particular, ESP input checks skb_has_shared_frag() before deciding whether an uncloned nonlinear skb can skip skb_cow_data(). If TCP receive coalescing has moved shared frags into an unmarked skb, ESP can see skb_has_shared_frag() as false and decrypt in place over page-cache backed frags. Propagate SKBFL_SHARED_FRAG when skb_try_coalesce() transfers paged frags. The tailroom copy path does not need the marker because it copies bytes into @to's linear data rather than transferring frag descriptors.
