Published In CISA KEV since Sources: CERT-EU, pwn.watch, Cisco PSIRT, CVE.org

What is affected, what to do

A vulnerability in the Data Collection Agent (DCA) feature of Cisco Catalyst SD-WAN Manager could allow an unauthenticated, remote attacker to gain DCA user privileges on an affected system. This vulnerability is due to the presence of a credential file for the DCA user on an affected system.

The vulnerability is being actively exploited; treat it as a priority. Update catalyst_sd-wan_manager to version 20.15.4.2. Immediate actions, mitigation and detection rules are in the runbook below.

    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    7.5 Methodology
    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

Moderate — model estimates 1-10% exploitation likelihood.
    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    Response and mitigation

    Why act now?

    Prioritisation rationale

This CVE is on KEV because the SD-WAN Manager is the control plane for the entire WAN overlay. A recoverable DCA password lets an attacker pivot to other Managers and from there tamper with or spy on branch connectivity. The CVSS vector rates the attack as local, high-complexity and high-privilege, but with scope change and full confidentiality, integrity and availability impact. NVD instead describes an unauthenticated remote HTTP vector, so plan for the worse case. Exploitation likelihood is notably elevated, and CISA does not flag ransomware use. Treat it as high priority if any Manager GUI is broadly reachable or still runs 18.x–20.1.x. Tightly segmented, current deployments can follow the normal patch cycle, but should still rotate the DCA credential now.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Inventory: Enumerate every Cisco Catalyst SD-WAN Manager (vManage) instance, including cluster members and DR standbys. Confirm versions via show version or the GUI. Versions listed as affected include 18.4.4, 18.4.5, 19.2.1, 19.2.2, 19.3.0, 20.1.1, 20.1.1.1 and 20.1.12. Releases 20.18 and later are not affected.
      • Upgrade: Move to a fixed release; 20.18+ is stated as not vulnerable. For intermediate trains, a patch is available from the vendor — check the Cisco advisory for the exact fixed version. Many affected 18.x/19.x/20.1.x builds are end-of-support, so plan a major upgrade.
      • Lock down management access: Restrict the HTTPS GUI/API and SSH to dedicated admin networks or jump hosts immediately. Block access from the internet and user VLANs, because NVD describes a remote vector via crafted HTTP requests.
      • Assume the DCA credential is burned: Rotate the DCA user password on all Managers. If you don't use the Data Collection Agent, disable it. The credential grants access to other affected systems, so remediate all Managers together.
      • Review local accounts: Audit local and low-privileged shell accounts on the Managers and disable unknown or unused ones. CISA describes a local vector via a low-privileged user.
      • Preserve evidence: Collect logs and admin-tech bundles before upgrading so a compromise assessment remains possible.
    2. Runbook step 2

      Mitigation layers

      • Network segmentation: Place Managers in a dedicated management zone. Permit inbound HTTPS/SSH only from defined admin sources. Limit east-west flows between Managers across overlays or tenants to what operations require, which makes lateral reuse of the DCA credential harder.
      • WAF/IPS: Front the GUI/API with a reverse proxy or WAF. Block path-traversal patterns (../, %2e%2e, %252e) and unauthenticated access to file or download endpoints. Enable vendor/Talos IPS signatures for Cisco SD-WAN Manager.
      • IAM/least privilege: Route admin logins through RADIUS/TACACS+ with MFA and keep local accounts to break-glass only. Give the DCA user a unique password per instance, never shared across clusters or tenants.
      • Configuration: Disable the DCA feature where there is no TAC or telemetry need, and minimise vshell access.
      • Egress control: Restrict outbound connections from Managers to known destinations (Cisco cloud, controllers, edges). Alert on anything unexpected.
    3. Runbook step 3

      Detection rules

      • Manager/proxy access logs: Look for traversal or file-read patterns that returned HTTP 200 to non-admin sources. SPL example: index=sdwan sourcetype=access_combined (uri="*..*" OR uri="*%2e%2e*") status=200 | stats count by src_ip, uri
      • Authentication logs: Flag DCA user logins (GUI, API, SSH) from unknown IPs, outside TAC maintenance windows, or shortly after suspicious HTTP requests. Sigma shape: logsource: cisco_sdwan_manager | selection: user='dca' AND src_ip NOT IN admin_nets
      • Lateral movement: A DCA login on Manager B shortly after anomalous file access on Manager A indicates credential reuse. In Zeek, correlate ssh.log/conn.log for Manager-to-Manager or foreign-network connections to 22/443.
      • Local file reads: Where auditd or shell auditing is available, watch for low-privileged users reading DCA credential files. Auditd shape: -w <DCA credential path> -p r -k dca_cred. Obtain the path from the Cisco advisory or TAC.
      • Post-exploitation: After a DCA login, watch the Manager audit log for config changes such as new users, template edits, or policy pushes to edges.

    Description

A vulnerability in the Data Collection Agent (DCA) feature of Cisco Catalyst SD-WAN Manager could allow an unauthenticated, remote attacker to gain DCA user privileges on an affected system. This vulnerability is due to the presence of a credential file for the DCA user on an affected system. An attacker could exploit this vulnerability by sending a crafted HTTP request and reading the file that contains the DCA password from that affected system. A successful exploit could allow the attacker to access another affected system and gain DCA user privileges. Note: Cisco Catalyst SD-WAN Manager releases 20.18 and later are not affected by this vulnerability.

    Weakness classes (CWE)

    • CWE-257Storing Passwords in a Recoverable Format

      Base

The storage of passwords in a recoverable format makes them subject to password reuse attacks by malicious users. In fact, it should be noted that recoverable encrypted passwords provide no significant benefit over plaintext passwords since they are subject not only to reuse by malicious attackers but also by malicious insiders. If a system administrator can recover a password directly, or use a brute force search on the available information, the administrator can use the password on other accounts.
