    Critical
    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    257.04 Methodology
    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    9.8 Methodology
    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    Read in glossary
    9.8
    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

    Read in glossary
    99.75 %
High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    99.96
Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
    KEV status

The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

    Response and mitigation

    Why act now?

    Prioritisation rationale

CVE-2023-3519 scores CVSS 9.8 (AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H) and sits at the 100th EPSS percentile, meaning virtually every exploitation model rates it as near-certain to be actively used — which CISA confirms with its known-ransomware-campaign flag. Attackers exploit the vulnerability to drop persistent webshells without any authentication, then pivot laterally toward Active Directory and backend systems reachable through the NetScaler. The primary target profile is exactly the infrastructure in NIS2 and KRITIS scope: organisations running NetScaler as a remote-access VPN gateway or Citrix Virtual Apps and Desktops entry point. Any unpatched instance configured as a Gateway or AAA server must be treated as the highest-priority remediation item in the current patch cycle, ahead of all lower-severity findings.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Apply the vendor patch immediately — Citrix has released fixes for all affected branches. Target versions: NetScaler ADC and Gateway 13.1-49.13+, 13.0-91.13+, 12.1-55.297+. Full patch details are in Citrix Security Bulletin CTX561482.
      • Isolate any appliance configured as a Gateway (VPN, ICA Proxy, RDP Proxy) or AAA server if the patch cannot be deployed within two hours. Pure ADC instances without these roles are not directly exploitable via this vector.
      • Hunt for webshell artefacts — Citrix provides a forensic script linked in CTX561482. Manually check /netscaler/ns_gui/vpn/ and /var/netscaler/logon/ for unexpected .php, .cgi, or .pl files. Treat any unknown file as a confirmed indicator of compromise.
      • Rotate all credentials stored on or authenticated through the appliance: local admin accounts, LDAP/RADIUS service accounts, API tokens, and any secrets in session policies. Successful exploitation grants full OS-level access.
      • Restrict the NetScaler management interface (NSIP, port 80/443) to a dedicated management VLAN and remove it from any internet-facing path if not already done.
    2. Runbook step 2

      Mitigation layers

      • Deploy a WAF or IPS rule upstream of the NetScaler: block or alert on requests containing path-traversal sequences (/../, %2F..%2F) targeting /vpn/, /gwtest/, or /logon/. Suggested Suricata shape: alert http any any -> $NETSCALER_IP any (msg:"CVE-2023-3519 exploit attempt"; content:"/vpn/"; http_uri; content:"/../"; http_uri; sid:2023351901;).
      • Restrict outbound connections from the NSIP to a known-good allowlist (DNS, NTP, Syslog, LDAP/LDAPS). This limits attacker ability to establish C2 callbacks after successful RCE.
      • Enforce least-privilege on LDAP/RADIUS service accounts configured on the appliance — read-only directory access only, no Domain Admin or equivalent rights.
      • Stream logs to an external SIEM over TLS Syslog — compromised appliances frequently have local logs tampered with. Ensure /var/log/ns.log and /var/log/httperror.log are forwarded continuously before any remediation work begins.
      • Prioritise migration of 12.1 instances: version 12.1 is end-of-life with no further security support. Schedule migration to 13.1 as a tracked project with a deadline under 30 days.
    3. Runbook step 3

      Detection rules

      • NetScaler access and error logs (/var/log/httperror.log, /var/log/ns.log): flag HTTP requests containing path-traversal patterns (/../, %2F..%2F) to /vpn/, /gwtest/, or /logon/ that return HTTP 200 with an unusually large response body.
      • Filesystem integrity monitoring: alert on new or modified files with extensions .php, .cgi, .pl under /netscaler/ns_gui/vpn/, /var/netscaler/logon/, /var/tmp/. Auditd rule: -w /netscaler/ns_gui/vpn/ -p wa -k cve_2023_3519_webshell.
      • Process ancestry anomalies: unexpected child processes spawned by httpd or nsppe — specifically sh, curl, wget, python, or perl. EDR/process-tree alert: parent httpd → child sh or any process initiating an outbound network connection.
      • Network telemetry (Zeek conn.log): outbound connections from the NSIP to unknown external IPs on non-standard ports. Filter: id.orig_h == <NSIP> AND id.resp_p NOT IN {53, 80, 123, 389, 443, 636}.
      • Sigma rule shape: title: CVE-2023-3519 NetScaler Webshell Access | logsource: product: netscaler | detection: keywords: ['/vpn/../', '/gwtest/formssso', 'cmd='] | condition: keywords.
