Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?
Read in glossary- 228.78 Methodology
Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.
Read in glossary- 9.8 Methodology
CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.
Read in glossary- 9.8
EPSS score
The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.
Read in glossary- 95.0 %
- High — model estimates ≥ 50% chance of real-world exploitation within 30 days.
EPSS percentile
The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.
Read in glossary- 99.86
- Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This is unauthenticated, network-reachable remote code execution that needs no user interaction and runs code in the context of the WebLogic service. Public exploits, including ysoserial gadget chains, have circulated for years, which places it among the CVEs most likely to be exploited. Attackers mass-scan for open T3 on 7001 and mostly drop coin miners, webshells and botnet loaders. CISA does not flag ransomware use, but a foothold here opens the internal network all the same. Treat every internet-reachable unpatched instance as critical with same-day action. Handle internal-only systems as high priority within days, since legacy versions of this generation typically carry further unpatched deserialization flaws.
Runbook step 1
Immediate response (0-24 h)
- Build the inventory: Find every Oracle WebLogic Server 10.3.6.0, 12.1.2.0, 12.1.3.0 and 12.2.1.0 instance, including those embedded in Oracle StorageTek Tape Analytics SW Tool 2.3 and Oracle Virtual Desktop Infrastructure 3.5.2. For each one, check whether TCP 7001/7002 (or other configured listen ports) can be reached from the internet or untrusted segments, using Shodan/Censys lookups on your own ranges and an internal port scan.
- Patch: Oracle fixed the vulnerability via Security Alert / Critical Patch Update. Patch available from the vendor — look up the exact version in the vendor advisory (My Oracle Support). These release lines are very old, so verify support status and schedule migration to a currently supported WebLogic release if vendor support has lapsed.
- Block T3/T3S at the perimeter now: Until patched, block inbound T3/T3S on 7001/7002 at the firewall or load balancer for every source except explicitly required admin and application servers. Pure HTTP(S) apps usually don't need T3.
- Hunt for compromise: Start a compromise assessment on any exposed host. Review the WebLogic JVM process tree, new JSP/WAR files in deployment and
tmpdirectories, cron jobs/scheduled tasks, and outbound connections such as miners or reverse shells. - Rotate credentials: If compromise is suspected, isolate the host and take a forensic image. Then rotate WebLogic admin passwords, datasource credentials (from
config.xml/boot.properties) and service accounts.
Runbook step 2
Mitigation layers
- WebLogic configuration (connection filter): In the Admin Console under Domain → Security → Filter, enable
weblogic.security.net.ConnectionFilterImpl. Deny T3/T3S from untrusted sources, e.g.<admin-subnet> * * allow t3 t3sfollowed by0.0.0.0/0 * * deny t3 t3s. Restart the server and confirm the filter works with an external T3 handshake test. - Network segmentation: Move the admin server and managed servers into a dedicated segment. Restrict their egress to required destinations (database, LDAP) and allow no direct internet access, so attackers can't pull second-stage payloads or open reverse shells.
- Dedicated admin channel: Bind a separate network channel or administration port to an internal interface only, and disable T3 on the public listener. For web-only apps, publish just HTTP(S) through a fronting reverse proxy.
- IPS rule: Enable Suricata/Snort signatures for Java deserialization over T3. Match a TCP stream that starts with
t3or contains the serialization magic|ac ed 00 05|alongside class names such asorg.apache.commons.collections.functors.InvokerTransformerorChainedTransformer. Run the rules inline in block mode towards WebLogic. - Endpoint hardening: Run WebLogic under an unprivileged service account (never root/SYSTEM). Use EDR, AppLocker or SELinux policy to stop the JVM from spawning shells (
cmd.exe,powershell.exe,/bin/sh,bash) or download tools (curl,wget,certutil).
- WebLogic configuration (connection filter): In the Admin Console under Domain → Security → Filter, enable
