What is affected, what to do

A buffer overflow vulnerability in the Brotli decoder (c/dec/decode.c) in Google Brotli versions 1.0.3 through 1.2.0 on all platforms allows a remote unauthenticated attacker to corrupt adjacent decoder state memory, disclose sensitive memory contents, cause a denial of service, or potentially execute arbitrary code using a crafted Brotli-compressed stream. Users need to update any Brotli libraries or binaries between 1.0.3 through 1.2.0 to the latest available version: 1.0.10 or 1.1.1 or 1.2.1.

The vulnerability is being actively exploited; treat it as a priority. Update Google Brotli to version 1.0.10, Google Brotli to version 1.1.1, Google Brotli to version 1.2.1. Immediate actions, mitigation and detection rules are in the runbook below.

    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    Response and mitigation

    Why act now?

    Prioritisation rationale

Brotli is a foundational library embedded in Node.js, the Python ecosystem and many server and client products, so the real attack surface extends well beyond anything labelled "Brotli" in your CMDB. The flaw is network-reachable without authentication or user interaction; exploitation is rated as higher-complexity, but impact ranges from memory disclosure and denial of service to code execution, and it sits among the CVEs most likely to be exploited. CISA lists no known ransomware use. Treat internet-facing services that decompress untrusted Brotli data as top priority; internal systems using Brotli only for response compression can follow in the regular patch cycle.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Start inventory: Locate every Brotli instance — system libraries (ldconfig -p | grep brotli, dpkg -l | grep -i brotli, rpm -qa | grep -i brotli), Python packages (pip show brotli; affected include brotli 1.0.9 and 1.1.0), Node.js runtimes (node -v), and statically linked copies inside container images (SBOM sweep with Syft/Trivy for brotli / libbrotlidec).
      • Patch the library: Upgrade Google Brotli to 1.0.10, 1.1.1 or 1.2.1, matching the release branch in use. For Python, upgrade the brotli package to the current release bundling the fixed decoder — patch available from the vendor, check the vendor advisory for the exact version.
      • Upgrade Node.js: Move to 22.23.4, 24.22.1 or 26.12.1, then restart all Node processes — the decoder is built into the runtime, so installing without a restart leaves you exposed.
      • Prioritise internet-facing services: Patch reverse proxies, API gateways and applications that decompress Brotli request bodies (Content-Encoding: br) or uploaded Brotli files from unauthenticated sources first.
      • Chase third-party products: Ask appliance and software vendors that statically embed Brotli for a statement; record the outcome in vulnerability management for NIS2 evidence.
    2. Runbook step 2

      Mitigation layers

      • WAF/reverse proxy: Drop or return HTTP 415 for inbound requests carrying Content-Encoding: br where the application has no need for Brotli-compressed request bodies. Response compression (server → client) is unaffected by this rule.
      • Application layer: Disable decompression of untrusted input — e.g. stop Node.js body parsers (Express/Fastify) from auto-inflating br bodies; in Python services, temporarily disable or put behind authentication any upload path calling brotli.decompress().
      • Network segmentation: Restrict unpatched decoders to trusted zones; limit egress from backend servers to arbitrary internet destinations so crawlers, webhook consumers or downloaders cannot pull crafted responses from attacker-controlled hosts.
      • Endpoint hardening: Run Brotli-consuming processes with least privilege (non-root, NoNewPrivileges=yes, seccomp/AppArmor profiles via systemd or the container runtime), keep ASLR and stack protection enabled, and run containers read-only with dropped capabilities.
      • Resource limits: Enforce maximum request body sizes and memory caps (cgroups, --max-old-space-size) to contain DoS impact and make crash loops obvious.
    3. Runbook step 3

      Detection rules

      • Process crashes: Linux auditd type=ANOM_ABEND or kernel log "segfault … libbrotlidec" for node/python processes; Windows Event ID 1000 (Application Error) with faulting module brotlidec/node.exe. Clusters of crashes following inbound requests strongly suggest exploitation attempts.
      • HTTP telemetry: Hunt Zeek http.log or proxy/WAF logs for externally sourced requests carrying Content-Encoding: br, e.g. SPL: index=proxy http_request_header="*Content-Encoding: br*" | stats count by src_ip, uri; correlate with 5xx spikes or reset connections.
      • Process ancestry (EDR/Sysmon EID 1): Unexpected children of web workloads, Sigma shape: ParentImage|endswith: ['\node.exe','\python.exe'] AND Image|endswith: ['\cmd.exe','\powershell.exe']; on Linux, node/python3 → sh/bash/curl/wget via auditd execve.
      • Follow-on activity: New outbound connections from application servers right after crashes or restarts (Sysmon EID 3, Zeek conn.log), especially to previously unseen destinations.
      • Suricata: Custom alert for inbound HTTP requests to hosts that never expect compressed uploads: http.header; content:"Content-Encoding|3a| br"; nocase; — alert-only until false positives are triaged.
