    Priority (0–325)

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    Exploit maturity

An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

    XIEM Effective CVSS

XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

    8.8 Methodology
    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    8.8
    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

Moderate — model estimates 1-10% exploitation likelihood.
    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

Critical — this CVE ranks in the top fifth of all CVEs scored today (rank ≥ 80%).
    KEV status

The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

    Response and mitigation

    Why act now?

    Prioritisation rationale

This flaw is reachable over the network without authentication and only needs a user to open a crafted file or link. That makes it a natural component of phishing and drive-by chains that suppress Mark-of-the-Web or SmartScreen prompts to get a follow-on payload executed. Its statistical exploitation likelihood is moderate rather than top-tier, and CISA reports no known ransomware use. KEV listing nonetheless confirms real-world attacks. Organisations with a large email- and internet-facing workforce should rate it high and fast-track it within the current patch cycle. Isolated OT or kiosk systems without interactive users can follow at lower priority.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Push Microsoft security updates to at least these builds: Windows 10 1607 → 10.0.14393.9612, Windows 10 1809 → 10.0.17763.9376, Windows 10 21H2 → 10.0.19044.7807, Windows 11 23H2 → 10.0.22631.7652, Windows 11 24H2 → 10.0.26100.9711, Windows 11 25H2 → 10.0.26200.9711. KB numbers are not supplied in the context. The patch is available from the vendor, so look up the KB ID in the MSRC advisory for CVE-2026-96951.
      • Windows 10 22H2: the source data is inconsistent. The affected range starts at 10.0.19045.0, but the listed fixed build is 10.0.19044.7807. Confirm the correct target build, likely on the 19045 line, in the MSRC advisory before building compliance queries on it.
      • Query patch state through your inventory tooling (Intune, MECM, Defender Vulnerability Management), e.g. DeviceTvmSoftwareVulnerabilities | where CveId == "CVE-2026-96951". Patch mail- and browser-heavy clients first, then terminal servers and jump hosts.
      • Outlook.com is a service Microsoft has fixed server-side (version 20260925.100). No customer action is needed, but record it for your NIS2 evidence trail.
      • Until rollout completes, send a targeted user advisory: do not open unexpected shortcut, internet-shortcut or archive files from email or downloads. Exploitation requires user interaction.
    2. Runbook step 2

      Mitigation layers

      • Mail/web gateway: Block .lnk, .url, .scf, .library-ms, .searchConnector-ms and .website attachments. Apply the same block to files inside ZIP, ISO, IMG and VHD(X) containers. Quarantine password-protected archives.
      • Network segmentation: Deny outbound SMB (TCP 445/139) and WebDAV to internet destinations at the perimeter. Shell bypass chains commonly fetch payloads via UNC or WebDAV paths. Disable the WebClient service via GPO wherever there is no business need.
      • Endpoint hardening (Defender ASR): Set these rules to Block: "Block executable content from email client and webmail" (BE9BA2D9-53EA-4CDC-84E5-9B1EEEE46550), "Block JavaScript or VBScript from launching downloaded executable content" (D3E037E1-B0C8-4C10-A1D5-74A5BB2A3A90) and "Block execution of potentially obfuscated scripts" (5BEB7EFE-FD9A-4556-801D-275E5FFC04CC).
      • Application control: Use WDAC or AppLocker to restrict execution from %USERPROFILE%\Downloads, %TEMP% and mounted ISO volumes. Deny mshta.exe, wscript.exe and cscript.exe to standard users.
      • IAM/least privilege: Remove local admin rights so that a bypassed security feature does not translate straight into host compromise. Restrict privileged accounts to hardened admin workstations without mail or browser access.
      • Configuration: Enforce SmartScreen and Mark-of-the-Web. Ensure the GPO "Do not preserve zone information in file attachments" is set to Disabled so zone information is kept.
    3. Runbook step 3

      Detection rules

      • Sysmon EID 1 / Security EID 4688: Watch for explorer.exe directly spawning cmd.exe, powershell.exe, mshta.exe, rundll32.exe, wscript.exe or conhost.exe --headless with URLs, UNC paths or Base64 in the command line. KQL: DeviceProcessEvents | where InitiatingProcessFileName =~ "explorer.exe" and FileName in~ ("cmd.exe","powershell.exe","mshta.exe","rundll32.exe","wscript.exe") and ProcessCommandLine has_any ("http","\\\\","-enc","FromBase64")
      • Sysmon EID 11 / EID 15: Watch for .lnk or .url files written to Downloads or Temp, especially files dropped by mail or browser processes that have a missing or unusual Zone.Identifier stream. This pattern indicates an MotW bypass.
      • Network telemetry (Zeek/Suricata): Watch for outbound SMB (TCP 445) to external IPs and HTTP PROPFIND/OPTIONS requests with User-Agent Microsoft-WebDAV-MiniRedir. In Zeek http.log, filter on method == "PROPFIND" with an external id.resp_h.
      • SmartScreen/Defender logs: Flag execution of downloaded files with no preceding SmartScreen event (channel Microsoft-Windows-SmartScreen/Debug). Correlate with ASR audit and block events (Defender Event IDs 1121/1122).
      • Sigma shape: logsource: process_creation, ParentImage|endswith: '\explorer.exe', Image|endswith: ['\mshta.exe','\powershell.exe','\cmd.exe'], CommandLine|contains: ['http','\\\\']. Add a filter for legitimate logon scripts.

    Classification under NIS2 and CRA

Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.

    NIS2

NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.

    Read in glossary
Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
    CRA

The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.

    Read in glossary
Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.
