What is affected, what to do
An authentication bypass vulnerability in Ivanti EPMM 11.10 and older, allows unauthorized users to access restricted functionality or resources of the application without proper authentication. This vulnerability is unique to CVE-2023-35078 announced earlier.
The vulnerability is being actively exploited; treat it as a priority. CISA lists it as used in ransomware campaigns. Update endpoint_manager_mobile to version 11.11.0. Immediate actions, mitigation and detection rules are in the runbook below.

Priority (0–325)
The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

Exploit maturity
An exploit is code or a technique that specifically uses a concrete vulnerability to force unintended behaviour — such as executing code or escalating privileges. It is the tool that turns a theoretical flaw into a practical attack.

XIEM Effective CVSS
XIEM® is the tiered managed-security operating model from NEOSEC and a registered trademark of NEOSEC GmbH. It extends classic SIEM — the central collection, normalisation and correlation of security-relevant events — with endpoint forensics, network visibility and deception technology, and consolidates them into three building tiers: Sentry, Orchestrate and Command.

CVSS v3
CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

KEV status
The KEV catalogue is a list maintained by the US authority CISA of vulnerabilities for which active exploitation in the wild has been confirmed. It answers not the question „how severe?“ but „is it already being attacked?“ — thereby sharply prioritising patching.

Response and mitigation
Why act now?
Prioritisation rationale
This flaw is network-reachable without authentication or user interaction and gives direct access to administrative API functions. It sits on a system that is usually internet-facing and deeply integrated with AD, mail, and the mobile device fleet. Exploitation likelihood is among the highest of any CVE, and CISA flags known use in ransomware campaigns, which makes EPMM a proven entry point for data theft, lateral movement, and extortion. Government bodies, critical-infrastructure operators, and organisations with large managed mobile fleets are the typical targets. Treat any internet-reachable EPMM or MobileIron Core instance at 11.10 or older as a top-priority emergency, and assume it is compromised until proven otherwise.
Runbook step 1
Immediate response (0-24 h)
- Inventory: Enumerate every Ivanti EPMM and MobileIron Core instance, including legacy and DMZ appliances. EPMM 11.10 and older is affected. Older MobileIron Core releases are end-of-life and will not receive fixes.
- Patch: A fix is available from the vendor. Look up the exact version or RPM hotfix in the Ivanti advisory for CVE-2023-35082. For EOL Core deployments, migration to a supported EPMM release is mandatory.
- Cut internet exposure now: Block
/mifs/asfV3/api/v2/*at the upstream reverse proxy or WAF until the patch is applied. Restrict the admin portal (typically port 8443/tcp, MICS) to the management network only. - Check for compromise before patching: Preserve logs and take a snapshot or forensic image before you patch. Then hunt for new admin accounts, unexpected files in web directories, and web shells.
- Rotate credentials: Reset all EPMM admin accounts, LDAP/AD service accounts stored in EPMM, and integration credentials (Exchange/ActiveSync, Sentry). The flaw exposes PII of managed users and devices.
- Regulatory clock: If you find signs of exploitation, prepare the NIS2 early warning (24 h) to your national authority. Assess GDPR breach notification, since user and device data may be affected.
Runbook step 2
Mitigation layers
- Network segmentation: Place EPMM in a dedicated DMZ zone. Allow egress only to the required destinations (Apple/Google push, Ivanti update servers, AD/LDAP). Deny everything else to block reverse shells and data exfiltration.
- WAF/reverse proxy rule: Drop unauthenticated requests matching
^/mifs/(asfV3|aad)/api/v2/, or allow them only from trusted source ranges. This also covers the sibling CVE-2023-35078. - IPS signature: Enable the Suricata/ET rules for the Ivanti EPMM auth bypass (CVE-2023-35078/35082) in blocking mode. Alternatively, write a custom rule:
http.uri; content:"/mifs/asfV3/api/v2/"; nocase;on inbound traffic to the EPMM VIP. - Break the chain: Public research shows this bug chained with the path-traversal CVE-2023-35081 (arbitrary file write) to achieve code execution. Verify that fix is installed as well, and monitor writes to web directories.
- IAM/least privilege: Limit the AD service account configured in EPMM to read-only rights. Never grant it Domain Admin, and apply logon restrictions such as "Deny interactive logon".
- Admin hardening: Require a jump host or VPN with MFA for admin portal access. Disable unused APIs in the EPMM configuration.
Runbook step 3
Detection rules
- Web/proxy access logs: Look for requests to
/mifs/asfV3/api/v2/without prior authentication, especially HTTP 200 responses on endpoints such asadmin/session,ping, or user enumeration. SPL:index=proxy uri_path="/mifs/asfV3/api/v2/*" | stats count by src_ip, uri_path, status - EPMM audit log: Watch for newly created or modified admin accounts, role changes, and bulk queries of user and device objects (names, phone numbers, email) outside maintenance windows.
- Network telemetry (Zeek/Suricata): Flag outbound connections from the EPMM appliance to unfamiliar IPs or ASNs, unusually large upload volumes in
conn.log, and DNS lookups for atypical domains. - Host/filesystem (where access exists): Look for new JSP or shell files under the appliance's Tomcat/web directories, and Java processes spawning
sh,bash, curl, orwget(Sigma logic:ParentImage|endswith: java AND Image|endswith: [/sh, /bash, /curl]). - AD/domain controllers: Alert on anomalous logons by the EPMM service account (Event ID 4624, logon type 3/10, from non-EPMM hosts) and on bulk LDAP reads (Event ID 4662).
- Web/proxy access logs: Look for requests to

Classification under NIS2 and CRA
Rule-based classification from exploitation status and severity. It does not replace a case-by-case assessment.
NIS2
NIS2 is EU Directive (EU) 2022/2555 to raise the level of cybersecurity across the Union. It substantially broadens obligations compared with the first NIS directive: more sectors, mandatory risk management, staged reporting duties and personal accountability of senior management.
Read in glossary- Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
CRA
The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
Read in glossary- Since 11.09.2026, manufacturers of affected products with digital elements must report actively exploited vulnerabilities under Art. 14 CRA, with an early warning within 24 hours via ENISA's single reporting platform.
ISO/IEC 27001
ISO/IEC 27001 is the internationally leading standard for an information security management system (ISMS). It describes a risk-based, process-oriented framework to systematically plan, implement, review and improve information security.
