Published Last modified In CISA KEV since Sources: Palo Alto Networks, CVE.org, BSI

What is affected, what to do

A remote code execution (RCE) vulnerability in the management interface of Palo Alto Networks PAN-OS® software enables an authenticated attacker with network access to execute arbitrary code with root privileges on the firewall. The security risk posed by this issue is minimized by restricting access to the management interface to only trusted internal IP addresses according to our recommended  best practice deployment guidelines https://live.paloaltonetworks.com/t5/community-blogs/tips-amp-tricks-how-to-secure-the-management-access-of-your-palo/ba-p/464431 .

The vulnerability is being actively exploited; treat it as a priority. Update Palo Alto Networks PAN-OS to version 12.2.4, Palo Alto Networks PAN-OS to version 12.1.10-h2, Palo Alto Networks PAN-OS to version 11.2.16. Immediate actions, mitigation and detection rules are in the runbook below.

    Priority score

The priority score is a consolidated metric that condenses several individual signals into a single, action-guiding ranking: technical severity (CVSS), exploitation likelihood (EPSS), known-exploited status (KEV) and the context of the affected asset. The aim is to answer the only truly important question in vulnerability management: what first?

    CVSS v3

CVSS is the globally established, open standard for assessing the technical severity of a vulnerability on a scale from 0 to 10. It describes how easily a flaw can be exploited and what damage it can cause — but not how likely its actual exploitation is. CVSS and the complementary EPSS deliberately answer different questions.

    EPSS score

The EPSS score is the absolute model output for an individual vulnerability: the estimated probability of real-world exploitation within the next 30 days, expressed as a value between 0 and 1 (i.e. 0 % to 100 %). A score of 0.42 means „the model estimates a 42 % chance of real-world exploitation within 30 days“.

    EPSS percentile

The EPSS percentile is the relative position of a vulnerability within all EPSS-scored CVEs, expressed as a value between 0 and 1. A percentile of 0.90 means „this CVE has a higher EPSS score than 90 % of all other scored CVEs“. Unlike the EPSS score, it is not a probability — but a positioning within a ranking.

    Response and mitigation

    Why act now?

    Prioritisation rationale

This flaw is network-reachable with no user interaction, but it requires valid high-privilege credentials. That limits mass exploitation while making it an ideal escalation and persistence tool. Attackers who already hold admin credentials, whether through phishing, credential reuse or a separate authentication bypass, gain root on the perimeter device, which is prime access for espionage and lateral movement. Measured exploitation likelihood is moderate and CISA lists no known ransomware use. Even so, treat this as critical, with a 24–72 h patch target, if your management interface is internet-reachable or admins lack MFA. With strictly segmented out-of-band management, it is high priority for the next emergency patch window, with Panorama going first.

    1. Runbook step 1

      Immediate response (0-24 h)

      • Check and lock down management-interface exposure: Inventory every PA-Series, VM-Series and Panorama instance (virtual and M-Series). Determine whether the management interface (HTTPS/443, SSH/22) is reachable from the internet or from untrusted segments. This includes interface management profiles bound to data-plane interfaces. Restrict access via the permitted-IP list to a dedicated admin network or jump hosts.
      • Apply the vendor fix: Upgrade to 10.2.18-h12, 11.1.16-h3, 11.2.16, 12.1.10-h2 or 12.2.4, or later within each release train. The CPE data for 10.2.0 and 10.2.7 is inconsistent, so confirm the exact 10.2.x fixed build in the vendor advisory. Cloud NGFW and Prisma Access are not affected.
      • Rotate admin credentials: Exploitation requires a highly privileged authenticated account. Rotate all local admin passwords, API keys and service accounts, such as automation, Panorama push and SIEM integration accounts. Where LDAP/RADIUS/SAML is used, rotate the backing accounts too. Enforce MFA for administrative access.
      • Audit admin accounts: Identify and disable unknown or recently created administrators, modified admin roles and new authentication profiles.
      • Compromise assessment for exposed devices: If the management interface was ever internet-facing, preserve the configuration and a tech-support file for forensics. If compromise is suspected, work with vendor support to decide on a rebuild or factory reset. Patching alone will not remove persistence already established with root privileges.
    2. Runbook step 2

      Mitigation layers

      • Network segmentation: Run management exclusively over an out-of-band management network. Interface management profiles on untrust and guest zones must not permit HTTPS, SSH or Telnet. On upstream routers and ACLs, block TCP/443 and TCP/22 to the management IP from everything except the admin VLAN.
      • IAM / least privilege: Keep the number of superusers to a minimum and use role-based admin profiles with scoped permissions. Expose the web UI and XML API only through a PAM-brokered jump host, ideally with session recording.
      • API hardening: Disable XML/REST API access for admin roles that do not need it. Set an API key lifetime and keep API keys out of scripts stored on shared drives.
      • IPS/Threat Prevention: Check whether Palo Alto Networks has published a Threat Prevention signature for this issue. If one exists, enable it on traffic toward the management interface where that interface sits behind a data-plane interface. Look up the signature ID in the vendor advisory.
      • Protect Panorama: Panorama is also affected and can push configuration to every managed firewall. Treat it as a crown jewel: give it its own zone, no internet egress, and patch it before the firewalls.
    3. Runbook step 3

      Detection rules

      • PAN-OS system log (admin auth): Watch for successful admin logins from source IPs outside the admin network and for new user/IP combinations. Example SPL: index=pan sourcetype=pan:system (subtype=auth OR eventid=auth-success) NOT src_ip IN (10.10.99.0/24).
      • PAN-OS config log: Look for unexpected commits, admin account creation, changes to permitted-IP or interface management profiles, and new scheduled exports. Example KQL (CEF): CommonSecurityLog | where DeviceVendor == "Palo Alto Networks" and Activity == "CONFIG" and Message has_any ("mgt-config users","permitted-ip","admin-role").
      • Network telemetry (Zeek/Suricata/NetFlow): Flag outbound connections initiated from the firewall management IP to destinations outside the expected set. The expected set is updates, NTP, DNS, syslog and Panorama. Anything else is a strong indicator of a reverse shell or exfiltration. Also check Zeek conn.log for long-lived sessions with high outbound byte counts.
      • Web UI/API access patterns: Treat a burst of requests to /api/ or /php/ from a single source following a successful login as suspicious. The same applies to requests carrying unusually long parameters or shell metacharacters (;, |, $(, backticks).
      • System integrity: Compare tech-support files or system state against a baseline. Unexpected processes, cron jobs or files in web directories can be verified with TAC. A crash or restart of a management-plane process (system log crash/restart) can indicate failed exploitation attempts.

Actively exploited: treat the vulnerability as a priority in vulnerability handling under Art. 21(2)(e) NIS2. If it is exploited in your environment, check the reporting obligation under Art. 23 (early warning within 24 hours).
    CRA

The CRA is EU Regulation (EU) 2024/2847 setting horizontal cybersecurity requirements for „products with digital elements“ — from industrial controllers and software to connected consumer devices. For the first time manufacturers must ensure security across the entire product lifecycle, handle vulnerabilities and provide security updates.
